http://www.php.net/manual/en/install.fpm.configuration.php mentions that you can pass PHP_VALUE and PHP_ADMIN_VALUE in nginx. it's possible in lighttpd 1.4 as well as i already posted into bug: https://bugs.php.net/bug.php?id=51595

proposed wording:

Example #3 set PHP settings in lighttpd.conf

setenv.add-environment += (
"PHP_VALUE" => "
    pcre.backtrack_limit=424242
    pcre.recursion_limit=99999
",
"PHP_ADMIN_VALUE" => "
    open_basedir=/var/www/htdocs
",
)

It is important that you put each PHP.INI parameter on separate line, the spacing does not matter, and you can use single quotes or double quotes (double quotes need to be escaped as \")

this fastcgi param aka environment passing works for php-fcgi as well, not only for fpm, but i don't know where else is this documented
