1. Prepare simple upload form. See http://www.php.net/manual/en/features.file-
upload.post-method.php
2. Try to upload file with following name "[ebook]Title.pdf"

Looks like the root cause if a fix from https://bugs.php.net/bug.php?id=54374 If 
file name contains square bracket it will be simply ignored. But it's not a proper 
solution. We could not force people to rename such files (earlier it was ok with 
PHP 5.2) and also unable to detect error.

Expected result:
----------------
$_FILES array contains information about uploaded file.

Actual result:
--------------
$_FILES array is empty. No errors on upload.

I cannot reproduce this with PHP-7.4.  Is it still an issue for
you with any of the actively supported PHP versions[1]?
