set_time_limit can't kill a process launched with shell_exec function.

Test script:

set_time_limit(10);
shell_exec("/bin/sleep 30");

Expected result:
----------------
time php test.php 

real	0m10.032s
user	0m0.012s
sys	0m0.016s

Actual result:
--------------
time php test.php 

real	0m30.032s
user	0m0.012s
sys	0m0.016s

Executed process will block. Some workaround might be using pcntl.
