Despite the fact it is specified in the configuration file that PHP can view 
distant files using fopen(), imagecreatefromXXX() and other functions, it doesn't 
seem to work.

allow_url_fopen = On
allow_url_include = On

Test script:
    $php = fopen('', 'r');

Actual result:
PHP Warning:  fopen(): Unable to find the wrapper &quot;https&quot; - did you 
forget to enable it when you configured PHP? in C:\\www\\index.php on line 2
PHP Warning:  fopen( failed to open stream: Invalid argument 
in C:\\www\\index.php on line 2
PHP Warning:  fclose() expects parameter 1 to be resource, boolean given in 
C:\\www\\index.php on line 3
