I don't know if this was purposeful, but there is no php-5.3.24RC1.tar.bz2 nor 
.gz to download.

In the makedist of PHP-5.3 there is:
git archive --format=tar --remote=$PHPROOT refs/tags/PHP-$VER

but in PHP-5.4:
git archive --format=tar --remote=$PHPROOT refs/tags/php-$VER

uppercase/lowercase php
Is it intentional?

The fix for this bug has been committed. Since the websites are not directly
updated from the repository, the fix might need some time to spread
across the globe to all mirror sites, including PHP.net itself.
