The CHM documentation downloadable from http://www.php.net/download-docs.php has 
not been updated since August, although it was specified at 
https://bugs.php.net/bug.php?id=45960 that there will be weekly updates for the 
CHM docs.

Please do one of the following:
1. Give instructions on how to generate the CHM documentation ourselves
2. Update the CHM documentation and commit to updating it regularly (e.g. once a 
month)
3. Specify your intentions for the CHM documentation

thanks for the confirmation, we just rolled out a fix couple of weeks ago.
Shamefully, that fix had been an outstanding PR for half a year that we simply didn't notice :(
