In the same way that it is for Apache (apachelounge) and MySQL, is it possible to have Windows binaries compiled 64-bit?

There is already a feature request for 64bit binaries. 

5.5 may have again experimental 64bits build but not earlier releases.

anindya.com has 64bit builds but the wait is long between builds. I too with the many thousands of 64bit windows servers that PHP/Zend would compile their own 64bit binary's and run stress and security test on them so we get quality first hand builds.

I wonder why they do not contribute then. Many dependencies are not ready yet for 
x64 support, so either they test only the few most used, or they do not want to 
contribute...
