When needed, I have found the configure flags in top of config.log in all other open source project apart from PHP. Would it be possible for PHP to start doing this? The only (?) way to see the flags right now is by phpinfo() which is unhelpful if the web-stack is not up & running.

They are in config.nice and you can also run php -i from the command line to get 
them, so you don't need a full running web stack.
