The website does not always give a valid response. Sometimes you will receive the 
following response:

Error 101 (net::ERR_CONNECTION_RESET): The connection was reset.

This is not browser specific. There are two IP addresses for php.net: 
69.147.83.197 and 69.147.83.199. The later is the one that seems to be having 
problems.

This is an ongoing issue with which I'm presently dealing, and hope to have 
resolved in the next couple of days.

we finished moving www.php.net and tuning the config on the new server, which 
seems to be working without any hiccups in the last couple of days now.
