When an ASP script was being accessed at a particular website, a 404: forbidden page stating that a CGI scripting conflict has occurred please contact your administrator appeared instead of the ASP page. The temporary fix for this problem was to switch the permissions property for the particular site to execute script instead of none which was set. However the site seems to switch back to none again by itself. So this problem reoccurs due to what we dont know.

I recognized an error in the event viewer for Windows NT, it says php4isapi.dll not found, in a particular folder, so I changed the settings in IIS 4, to point to the right folder. Are these two problems related, the time that the php4isapi.dll happened did not happen at the same time, when the web site's asp scripting had problems.
