When uploading a file greater than the max file size allowed in php.ini, the upload will work, and then an error will result on the file seeing it is larger, however the progress during the actual file upload does not work.

Is it actually possible to get progress information in this case, or does PHP do something different when the posted size is larger than the allowed size, which prevents APC from returning progress information.

not sure what you mean, but no the subject is not the same, and nor is the bug.

Could you please give a piece of PHP code and exact config reproducing this? 
Actually trying to repro but upload doesn't work at all for me setting 
upload_max_filesize=1.
