Fedora Packaging Guidelines requires that each RPM includes the LICENSE file, when provided by upstream, and to request for it when missing.

So I do.

Thank you for your bug report. This issue has already been fixed
in the latest released version of PHP, which you can download at 
http://www.php.net/downloads.php

LICENSE file is present in SVN, thanks.

But it's missing in package.xml, so it is not included in the tarball.

So reopening for next release.

This bug has been fixed in SVN.

Snapshots of the sources are packaged every three hours; this change
will be in the next snapshot. You can grab the snapshot at
http://snaps.php.net/.
