The page http://php.net/manual/en/ini.core.php should note that "default" means 
when no php.ini file is found, and that the pre-supplied sample files php.ini-
development and php.ini-production may set other values (or distros may set 
values).

It seems a common misconception that "default" is assumed to be equivalent to "I 
haven't changed anything" scenarios.

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
