On http://docs.php.net/manual/en/json.constants.php
we have phrase "The following constants can be combined to form options for 
json_encode(). They are all available as of PHP 5.3.0."
But below we have constants that available as of PHP 5.4 , 5.3.3 etc.
So not "all" .

Also we still missing JSON_BIGINT_AS_STRING  in json_encode doc page in "options" 
parameter description.
