Description:
------------
* I click Edit on a page in the docs.

* Php Docbook Online Editor opens.

* I click "Request an account".

* Instructions are displayed that say the following and trail off: "To request a VCS account please read :". That text is followed only by a DIV containing only an empty SPAN -- no actual instructions.

On another note, is the account referenced there the same as requesting an SVN account here?: http://us3.php.net/svn-php.php
