APC 3.1.9 fails to compile on CentOS with the following error:

/tmp/pear/temp/APC/apc.c:42:33: error: apc_php_pcre.h: No such file or directory

When I download and extract the package manually, the file does appear to be there.

I had the same bug description on a Debian Etch .... while I try to upgrade from the 3.0.19 release to the new stable one 3.1.19

Dependency on pcre-devel is expressly contradicted by the 
official php docs:
