The channel xml files generated by pecl.php.net are not consistent.

Example:
> http://pecl.php.net/rest/p/dbus/info.xml
has <n>DBus</n>
The release package.xml file
> http://pecl.php.net/rest/r/dbus/package.0.1.0.xml
contains <name>dbus</name>.

This is inconsistent and causes problems with strict implementations like Pyrus.

Suggested fix:
- Throw an error during the release process if the package name in PECL and in the package.xml does not match.
- Regenerate all channel files so current packages work with strict installer implementations

We don't need ppl who changes their mind and priorities 10x per day. You want to 
contribute? Do PRs. You don't want to? Nobody will notice it. And thanks to stop
