During the insertion of few millions of rows in a very simple table PHP takes more and more memory. Looks to me like it does not free resources somewhere.

Expected result:

I do not expect PHP to take more than few MB of RAM.

Actual result:

It took over 2.2 GB (!!!) of RAM after 16 millions of rows have been inserted.

Try using ingres_free_result($res).  It may help.

The ingres package has not had any activity for 4 years, so its safe to say that its no longer in active development, if activity picks backup then the maintainer can re-open this report
