ReflectionMethod::getParemeters() does not return parameters of
memcache methods.
See php bug #48736.

Reproduce code:

$method = new reflectionMethod('memcache', 'set');
echo (sizeof($method->getParameters()) ? 'OK' : 'KO');


Expected result:
----------------
OK

Actual result:
--------------
KO

I believe this is the expected behavior for OO extensions and core.  I tried to do the same thing with Exception::getMessage() and PDO::commit() and got the same results.

If you have seen this work with other extensions or core OO methods, then please reopen the ticket with an example.
