Thank you for taking the time to write to us, but this is not
a bug.

Hi,

Please look into this link - http://bugs.php.net/bug.php?id=46538.

Now, there are 3 options that you can do:
1. Build fresh PHP with ibm_db2-1.8.0 (http://www.php.net/manual/en/install.windows.building.php).
2. Take ibm_db2.dll from http://pecl4win.php.net/.
3. The DB2 that you are using also contains PHP extension DLLs. You can use those DLLs.

In my opinion, option 1 is the best.
