If PHP can't contect Oracle Datebase, the apache process will hang. and have high system loadagv. and the system can't service new request.

Not PHP or OCI8 problem.

Look at "Tuning Oracle Net" p109 of the 1.4 version of the free "Underground Oracle & PHP Manual" for some hints on how to reduce connection wait time.

Get OCI8 1.3 from PECL: this has better handling for DBs that are restarted.
