When you read a list into SDO from and XML file and write it back out to file the input and output don't match

Reproduce code:
With schema

  <simpleType name="SimpleTypeWithListType">
  	<list itemType="string"/>
  <element name="RootElement16">
        <element name="SimpleTypeWithList" type="tns:SimpleTypeWithListType"/>

And input

<tns:RootElement16 xmlns:tns=""
	xsi:schemaLocation=" interop16.xsd">
		listmember1 listmember2

Expected result:
<tns:RootElement16 xmlns:tns=""
	xsi:schemaLocation=" interop16.xsd">
		listmember1 listmember2

Actual result:
<RootElement16 xmlns=""   xsi:type="RootElement16" xmlns:tns="" xmlns:xsi="">

Not enough information was provided for us to be able
to handle this bug. Please re-read the instructions at

If you can provide more information, feel free to add it
to this bug and change the status back to "Open".

Thank you for your interest in PECL.

I think you're probably describing a Tuscany problem, but there's no link in the defect and I don't see an obvious issue which corresponds. Please either add a link, or if this is a problem with the PHP extension, confirm that it still exists with the latest release.
