Tested on Suse and Ubuntu 6.06. Seems like any file that is loaded on command line will not execute reguardless of content, even if not encrypted.

Steps.

$ wget http://pecl.php.net/get/blenc-1.0alpha.tgz
$ tar -xzvf blenc-1.0alpha.tgz
$ cd blenc-1.0alpha
$ phpize5
$ ./configure
$ make
$ sudo make install
$ sudo vi /etc/php5/cli/php.ini
   Added extension=blenc.so to the file

php5 test.php

Reproduce code:
---------------
<?php
// test.php

echo "Hello World!\n";

?>

Expected result:
----------------
Hello World!

Actual result:
--------------
Nothing
