The file should return "hello world", but I get "No input file specified" -- the registry has been edited to point to the correct script directory, which is script and exe enabled.  I'm using PWS.  What else can I do?

Yes, the various Windows installers have made a mess of things.  Have a look at this thread of articles.  You will find how others fixed this problem <a href="http://www.progressivecomp.com/Lists/?l=php3general&r=1&w=2&s=IIS4+and+PHP+3.0.2">HERE</a>
