Unicode characters are not handled correctly.

id3_get_tag($oFile, ID3_BEST);

gives: [Album] => DJ Ti?o - Magik 1 - First Flight 
which should be "DJ Ti?sto".

Reproduce code:
id3_get_tag($oFile, ID3_BEST); with an tag which contains unicode text.

Expected result:
See the characters correctly
