Can be done in two ways (ideal - both).
First is to perform additional search in package descriptions when selecting "search in the packages" from site search menu.

Second is to add additional checkbox "search in package descriptions" to package search page.

We've completely relaunched the package search.  Within the current system it is rather unlikely that we'll implement your requests.
