I forgot to mention the most important part:

if zlib is not available!

I met the same failure.

This bug has been fixed in CVS.

In case this was a documentation problem, the fix will show up at the
end of next Sunday (CET) on pear.php.net.

In case this was a pear.php.net website problem, the change will show
up on the website in short time.
 
Thank you for the report, and for helping us make PEAR better.

Archive_Tar was expecting null, not false, if compression
was not explicit.

Great catch zae26305, I implemented it more simply by assigning null to $have_gzip, since null evaluates to false and does not raise any notices.
