Unless you make the link yourself, you can't add bugs to PEPr.
Website/docs/bugs have links from http://pear.php.net/bugs/ itself, packages have it from their page, but PEPr has no such link :)
Best to add PEPr to the /bugs/ page aswell:)

PEPr has 2 links for bug viewing and reporting at it's left menu bar. You're right, that the system should be added in the bug database as a normal component, but for now, the menu links in PEPr should last.
