When I enter php.net/iconv in my browser, I am redirected to http://ru.php.net/iconv - and it seems to be broken for a couple of days.

It is not the first time when this mirror is down. Possibly you may remove it from the mirror list at all?..

ru.php.net seems work fine.
Can you check traceroute from your workplace to ru.php.net ?

You also can change your prefered mirror on this page: http://www.php.net/my.php

It seems that some IP-block may be banned by mirror owner.
Can you send mail to "support at ngenix dot net" about it? (It's ru.php.net 
mirror owner)

It opens time to time (but time to time responds with "Forbidden" error). The IP 
address is the same. Seems they have a balancer and many frontends, one of these 
frontends are broken.

There is no intent at this time to suspend or expel the mirror, as it seems to 
work from all points I've tested, and our automated monitoring systems have yet 
to report errors either.

I'll intensify monitoring on the mirror to see if anything looks out of place, 
but as irker mentioned, you may update your default mirror to use ru2.php.net or 
even an out-of-country mirror.

Also, please do not email "support at ngenix dot net" as it will not be directed 
to the maintainer for this mirror.

I have emailed to him. He said he had fixed the problem.
