php-cli make some enviroment variable to define what -c swtich does (look for 
php.ini file in the directory path)
Would be usefull to link shell user to his php.ini, so he does not have to specify 
it on EVERY COMMAND...

There are umpteen ways to set the desired php.ini[1].  I don't
think we want to add more.  Besides that PHPRC should serve your
purpose.
