PHPIniDir specifies C:\Program Files\PHP\.  phpinfo reveals that it only looks in 
C:\WINDOWS.  Specifying it in the registry key causes Apache to blow up on 
restart.

The appropriate path was also set in PHPRC environment variable.  httpd.conf uses 
forward slashes.

Yes, I am using "C:/Program Files/PHP/"? and trying 5.3.7RC4 yielded the same 
results.

I cannot reproduce this with apache2handler and PHP-7.4.  Can
anybody else still reproduce this with any of the actively
supported PHP versions[1]?
