After you search bugs.php.net the 'Last Modified Date' column is wrong by 4 hrs.

Go to:
https://bugs.php.net/search.php?

age=0&bug_updated=0&order_by=ts1&direction=DESC&limit=30&phpver=&cve_id=&cve_id_no
t=&patch=&assign=&status=Open&reorder_by=ts2

Look at the 'Last Modified Date' and then view the bug. The 'Last Modified Date' 
and the actual last modification have different times.

I've fixed this issue by setting MySQL to work with UTC properly.
