Before nov/2010

if I did 

strtoupper('aãaâ');

I would have

'AÃAÂ'

now if I do the same I have

'AãAâ'

Test script:
---------------
$x = strtoupper('aãaâ');
echo $x;

Expected result:
----------------
run as before, in nov/2010 or earlier

Since we have no idea what you changed between November and now, this report isn't 
super helpful.  Did you change PHP versions?  Did you change anything in your 
serving environment?  The main thing that would cause this is if you changed your 
LOCALE setting.
