Hi guys... 

I often want to install modphp5.so outside apache's module directory. I know a 
lot of other people need that too, mainly when they want modphp5.so inside the 
PHP's directory, instead of apache's. 

This patch allows us to set both APXS_LIBEXECDIR and APXS_SYSCONFDIR when 
configuring PHP, by setting these variables in the shell before running 
./configure. For example:

export APXS_LIBEXECDIR=/location/outside/apache/dir
