For DateTime::__construct, second argument is "Time zone of the time. ". We should say in the documentation that if this argument is omitted, the current timezone will be used (this may not be obvious).

Also, we should say that this second argument is ignored if timezone is already set in first arg (example: '2010-01-28T15:00:00+02:00').

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
