While this is not required to build the php manual, building other docbook based projects (for example I'm experimenting with building the ZF manual with phd) may require automatic xinclude processing when reading the docbook files. 

I've created a patch that adds an option for xinclude processing, turned off by default so it shouldn't break any existing builds.

This bug has been fixed in SVN. Since the websites are not directly
updated from the SVN server, the fix might need some time to spread
across the globe to all mirror sites, including PHP.net itself.
