i could be wrong..  but in the README file that comes with the binary pkg's, one of the lines says:

cp php3.ini-dist /usr/local/lib

then a few lines later it says:  You can edit /usr/local/lib/php3.ini file to set PHP options.

shouldn't you rename php3.ini-dist to php3.ini then copy it to /usr/local/lib?
