please add FILTER FLAG to DON'T pass 1-level domains IN FILTER_VALIDATE_EMAIL

1@1 is valid local network adress but not valid internet e-mail

This is actually a bug that is fixed as of PHP 5.2.11 and 5.3.1,
respectively[1].
