Description:
------------
When downloading the latest stable version of PHP 5.3.0, the extras folder contains no files. The file I am looking for is the openssl.cnf file. This file is available in the 5.2.10 release and I was wondering where this file is now located. It does not seem to be anywhere in the php download.

Expected result:
----------------
Need to have the openssl.cnf file added back to the extras folder
