In the German Translation of the strtolower function a sentence says:

"Ist z. B. die Voreinstellung f?r locale "C", werden Sonderzeichen wie Umlaute (?, ?, ?) nicht umgewandelt."
 
But ?, ? and ? will never be converted because they are allready lowercase. Please change them to ?, ? and ?.

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
