Documentation recommends to use capital "F" to show full month's name. But it doesn't work. And "B" parameter works properly: it shows full name of month.

a) When I compare EN and RU manuals (without speaking Russian) they both say:
F - [...] January [...] December = full month name

b) Do you mean http://php.net/strftime maybe? 
There %B = full month name
and %F = %Y-%m-%d (not listed in russian translation)
