php_pgsql.dll cannot be loaded. using regsvr32 php_pgsql.dll  reports missing file.
When I use the some one from 5.2.5, all is working
(5.2.5 version is bigger (167995 b) than the new one.
Using last dev build(1.3.2009) is not useful, is not working too (size 98384b)

Add the php directory to your path so php_pgsql.dll can find libpq.dll.
