Description:
------------
As described in Bug # 39506 Zip packaged generated through Apache get damaged. Creating Zip packages on CLI does work proper.

This bug seems to be introduced within 5.2.8, 5.2.6 is also working proper.

Reproduce code:
---------------
<?php
$zip = new ZipArchive;
$res = $zip->open( 'test.zip', ZipArchive::CREATE );
if ($res === TRUE) {
   $zip->addFile( 'TestDoc1.txt', 'entryname1.txt' );
   $zip->close();
   echo 'ok';
} else {
   echo 'failed';
  }
?>

Expected result:
----------------
Readable Zip Archive

Actual result:
--------------
Zip Archive could not be read with WinZip.
Zip file is currently larger created with Apache than with CLI.
