I've wrote a script which, at first, used mkdir() to create folders, and after receive files using the rename() function. But I had problems with permissions because the folder and it's files receveid diferent owner and group and the permissions were rw-------. Well I've changed my program to create the folders through ftp_mkdir (). In the folder worked. But after using rename() function to transfer files the files owner's and group's stay different from the folder, and the permissions are rw-------.
My ISP says that this is a PHP bug and they are trying to solve it. Well I'd like to know if this is really a PHP bug or an "ISP bug".
I'd like to know if there is a solution just to tell my Internet Service Provider.

Most likely ISP bug. Anyway, let the ISP folks report it as they're 
the ones who can give proper feedback and possibly test any 
snapshots.
