Mirrors that are automatically disabled due to having outdated content do not show up in the weekly mirror summary. 

And while solving this bug, it's likely a good idea to move all mirror tests to scripts/mirror-test as a few (such as this one) are in the scripts/mirror-summary script.

Weekly summary hasn't been working in a while, and very few miss it.  Doesn't 
seem to be much desire to bring it back.
