We need a method to easily link to the package api docs generated by phpdocumentor, from peardoc. Currently we're using entities which is ridiculous ([1]).

The best method would be a new tag like
<phd:pearapidoc package="Cat_PackageName" class="Class_Name" method="methodName">Text</phd:pearapidoc>. And a bit of magic so we may omit method and class tags if we use a text of "methodName" or "ClassName::methodName".
