"PHP has encountered an Access Violation at 0446932E"

I've follow what help i could online to install PHP on IIS including verifying my .ini file and all i get is this code. I tried messing around with capitalization and stuff because i heard from some that's what they had to do but still no luck and i've googled the violation and no one has posted that specific error. You're welcome to check for yourself at:
