Description:
------------
http://in.php.net and http://in2.php.net servers are not responding, and I'm unable to refer to any PHP functions because php.net/foo_name always transfers me to in2 which is down.

Reproduce code:
---------------
Visit http://in.php.net

Expected result:
----------------
Website should load/work.

Actual result:
--------------
The server at in2.php.net is taking too long to respond.

Damn it, it's a problem with my ISP, it's selectively filtering out websites for some reason.

Apologies for the noise.
