Your answer is stupid. I do copied  ntwdblib.dll version 8.x into c:\php and c:\windows\system32!!!

I do know what I tryed to load two extentions!!!

Why you glitching PHP does not work???!!!

Please do not submit the same bug more than once. An existing
bug report already describes this very problem. Even if you feel
that your issue is somewhat different, the resolution is likely
to be the same.
