Failed to parse document with namespace

Reproduce code:
<?xml version="1.0" encoding="utf-8"?>
<Root xmlns:edoclist="">

$string = file_get_contents('');
    $document = simplexml_load_string($string);
    if (!$document){
         echo "Failed to parse document!\n";
